Easily. Singapore, Monaco and The Vatican are whole countries! Moreover, most of the great cities of the world including London, Paris, Moscow, Manila, Tokyo and Beijing are also distinct administrative units equivalent to "states" in the U.S. This is not a radical idea at all.
